This structure acts to generate a highly cinematic (black and white of course) pass by of a view of the famous Serra sculpture "Tilted Arc" in its location on Federal Plaza, New York.
The image is actually produced by the mechanism passing a camera slowly by a view of a bent piece of cardboard mounted on some dirty laminate with a backdrop of pieces of plywood and tape.
